In Congress,approved March 26, 1790 – Definition of Natural Born Citizen- First Congress; Sess. II Ch 4 1790 – AS his Father naturalizied in 1843, his son Arthur ha not attained the age of twenty-one and being born in Fairfield, Vermont, his family in residence many years prior in accordance to the definition as such – Chestur Arthur would be a “natural born Citizen”. You may be thinking of Vattel’s definition not Congress’s at the time?

[Ed. Please show me what definition you are referring to? I do not agree with you. Because citizenship may be applied retroactively does not also mean nbc status is applied retroactively. People seem to enjoy ignoring Chester's various lies about his parents heritage. he had something to hide and he hid it well.]
